Change of Plans (PNCC-24p Foil) is a rare blue instant from the New Capenna Commander Promos set. It causes each of X target creatures you control to connive—draw then discard—which can place +1/+1 counters on those that discard nonland cards and then allows you to phase out any number of them. The effect combines card selection, incremental creature growth, and optional temporary removal to protect or hide creatures between turns.
