It can be cast without paying its mana cost if an opponent controls a Forest and you control an Island, and otherwise costs {4}{U}; it puts target creature on top of its owner's library. The card functions as a control tool to remove a problematic creature without killing it, enabling tempo plays or reuse by the owner on a later draw.
