Rising Waters (NEM-38) is a blue enchantment from the Nemesis expansion. It prevents lands from untapping during their controllers' untap steps but then has each player untap a single land at the beginning of their upkeep. This creates a tempo-tax effect that limits available mana each turn and rewards efficient land use or nonland mana sources.
