It lets you choose one or both: destroy a target creature, and/or put a +1/+1 counter on a target suspected creature you control and optionally remove its suspected status. The card interacts with the set-specific "suspected" mechanic, giving suspected creatures menace and preventing them from blocking while they remain suspected.
