Damping Matrix (MM3-218) is an Artifact from Modern Masters 2017. It prevents activated abilities of artifacts and creatures from being activated unless those abilities are mana abilities. This restriction leaves triggered abilities and activated abilities in other zones unaffected, changing how many utility artifacts and creatures function on the battlefield.
