It gives you X energy counters and then lets you pay any amount of those energy to destroy each artifact, creature, and enchantment with mana value less than or equal to the amount paid. The card scales with X and acts as a variable board wipe that can be tuned to hit small or larger permanents depending on energy gained and paid.
