It taps for colorless mana and has a sorcery-speed activated ability that lets you move a counter from one permanent you control to another. Because it can transfer counters between any permanent types, it enables unconventional interactions like placing loyalty or +1/+1 counters on atypical permanents and can enable synergies that care about counters being put or removed.
