Phelia, Exuberant Shepherd (PMH3-40s foil) is a legendary white Dog creature from the Modern Horizons 3 Promos set. It has Flash and when it attacks you may exile up to one other nonland permanent and it returns at the beginning of the next end step, potentially granting Phelia a +1/+1 counter if it entered under your control. The exile effect creates a tempo advantage by temporarily removing a threat or reusing enter-the-battlefield effects when those permanents return under your control.
