It has a triggered ability that lets you draw a card whenever an opponent casts their first noncreature spell each turn unless they pay an amount equal to its power. Its cheap cost and recurring tax/draw effect make it a strong early-game disruption and card-advantage engine in many white or artifact-based decks.
