For {U} it gains all activated abilities of target creature until end of turn, and you may spend blue mana as though it were mana of any color to pay activation costs for abilities it gains. It can copy activated abilities from any targetable creature (including opponents'), gains only activated abilities (not triggered or static ones), and can accumulate multiple abilities by using the ability more than once.
