At each of its controller’s upkeeps it deals damage to that controller equal to the number of charge counters on it, and at the beginning of the original controller’s end step that player gives it to a target opponent and puts a charge counter on it. Its activated ability for {3} lets its current controller add or remove a charge counter, enabling control over the recurring damage and passing timing for political or sacrifice interactions.
