Visions of Duplicity (MIC-71) is a blue sorcery from the Midnight Hunt Commander set that exchanges control of two target creatures you don't control. It has Flashback for {8}{U}{U}, and when cast from your graveyard its flashback cost is reduced by the greatest mana value of a commander you own on the battlefield or in the command zone. The spell is cast only with sorcery timing and a flashback-cast copy is exiled when it leaves the stack.
