It has Flash and an upkeep-trigger that mills three cards for each player and lets you exile a milled creature to become a copy of it while retaining its Flash ability. As a flexible copy effect with Flash and a mill interaction, it supports reactive plays and graveyard/tribal strategies in blue decks.
