It has cumulative upkeep {1} and a triggered ability that lets you draw a card whenever an opponent casts a noncreature spell unless they pay {4}. The card acts as a tax on opponents' noncreature spells, providing card advantage while forcing repeated upkeep payments to keep it on the battlefield.
