Chains of Mephistopheles (ME1-63) is a black enchantment from Masters Edition that replaces most card draws with a discard-or-mill effect. Its replacement effect exempts the first draw of a player’s draw step but makes other draws cause that player to discard a card to then draw, or mill the top card if they cannot discard. The card serves as a powerful disruptive engine that punishes opponents (and can hinder the controller) by turning incidental draw effects into disadvantageous actions.
