You can choose not to untap it and tap it to gain control of a target creature with power less than or equal to Old Man of the Sea’s power while Old Man remains tapped and its power stays high enough. The stolen creature will remain under that control only while those conditions are met and the card has several judge rulings clarifying interactions if either creature’s power or tapped status changes.
