Creatures without flying don't untap during their controllers' untap steps. At the beginning of each player's upkeep, that player may choose any number of tapped creatures without flying they control and pay {2} for each creature chosen this way. If the player does, untap those creatures.

Mudslide (ME2-136) is a red Enchantment. It prevents creatures without flying from untapping during their controllers' untap steps while allowing each player at their upkeep to pay {2} per chosen tapped creature to have those creatures untap. It serves as a taxing board-control piece that hampers ground-based creature strategies.
