It reduces activated abilities of creatures you control by {2}, but cannot reduce an activation's total mana payment to less than one mana and doesn't affect non-activated or noncreature costs. This card is commonly used to enable more frequent or cheaper activations for utility creatures and combo pieces in decks built around creature abilities.
