When you planeswalk to it and at the beginning of your upkeep you create two 1/1 colorless Sliver creature tokens. Its chaos-trigger grants Slivers you control haste and a boost equal to the number of Slivers you control, letting a Sliver-heavy board become immediately aggressive.
