Cutthroat Negotiator (MOC-40) is a Rare Creature — Orc Pirate from March of the Machine Commander. It has Parley: whenever it attacks each player reveals the top card of their library, you create a tapped Treasure for each nonland revealed and then each player draws a card. Its role is both a value engine that produces Treasure tokens for ramp or sacrifice synergies and an aggressive 4/3 attacker for four mana.
