Nils, Discipline Enforcer (PRM-89976) is a Legendary Creature — Human Cleric from the Magic Online Promos set. At your end step it can place +1/+1 counters on up to one creature each player controls, and creatures with counters must have their controller pay a tax equal to that creature’s counters to attack you or your planeswalkers. This creates a defensive lock-and-punish role that taxes opponents’ attackers and grows select creatures over time.
