Hinder (PRM 35172 foil) is an uncommon blue instant reprinted as a Magic Online Promo. It counters a target spell and its controller (the Hinder caster) chooses to put that spell on top or bottom of its owner’s library instead of the graveyard. This effect gives tempo by removing the spell from play while letting you manipulate whether the opponent can draw it soon.
