At the beginning of combat on your turn it gives the equipped creature or a creature named Vecna +X/+X where X is the number of cards in your hand, and it has two equip options: paying 1 life per card in your hand or Equip 2. A ruling clarifies the bonus is determined as the triggered ability resolves and does not change if your hand size changes later that turn.
