When it enters the battlefield you become the monarch, and at the beginning of your upkeep it lets you put a land from your hand onto the battlefield or, if you're the monarch, put a creature or land instead. It serves as both ramp and a creature-cheat effect for decks that want to accelerate permanents into play.
