Chains of Mephistopheles (PRM 65646 foil) is a black enchantment reprinted as a Magic Online Promo. It replaces most card-draw effects so that instead of drawing you discard a card (and only if you couldn’t discard you mill), applying separately to each individual draw. In decks it punishes or taxes extra drawing and can disrupt opponents or enable graveyard strategies by converting draws into discards or mills.
