It lets you choose to destroy an artifact or enchantment or destroy a creature with mana value 3 or greater, and if you paid its blight additional cost you get to choose both. The card supports tempo and removal interaction by offering flexible answers to permanents while optionally applying -1/-1 counters to your own creature as a cost.
