At the beginning of your upkeep you gain X life and draw X cards where X equals the number of permanents you own that opponents control, and you can pay {U}{R}{W} to give an opponent control of a target permanent you control. Its design encourages political or gift strategies by exchanging control of permanents to generate card draw and life.
