Decree of Pain (PZ1-43 foil) is a rare black sorcery from the Legendary Cube Prize Pack. Its main effect destroys all creatures and prevents regeneration, then lets you draw a card for each creature destroyed this way. It also has Cycling for {3}{B}{B}, and cycling triggers an ability that gives all creatures -2/-2 until end of turn when you cycle it.
