Description

The Wandering Emperor (PNEO-42p foil) is a legendary white planeswalker from the Neon Dynasty promos. It has Flash and three loyalty abilities that can put +1/+1 counters and grant first strike, create a 2/2 Samurai with vigilance, or exile a tapped creature and gain life. Its flash ability lets you cast it at instant speed and, if it entered that turn, you may activate one of its loyalty abilities immediately.
