His static effect reduces the first activated ability cost of an artifact you begin to activate each turn by {2}, and his loyalty abilities draw/discard with an artifact discount, animate an artifact into a 4/4 artifact creature (or make a Vehicle its printed P/T), and create an emblem that draws when your artifacts become tapped. He supports artifact-centric decks by easing activation costs and providing card advantage and creature utility for artifacts in multiple roles.
