As it resolves, you may distribute X +1/+1 counters among any number of creatures you control where X equals the amount of snow mana spent to cast it, then draw a card for each creature you control with power 4 or greater. The card interacts with snow mana specifically, so spending non-snow mana won’t increase the number of counters distributed though drawing can still occur based on creature sizes.
