It distributes X +1/+1 counters among any number of your creatures where X equals the amount of snow mana spent to cast it, then lets you draw a card for each creature you control with power 4 or greater. The spell doesn’t target when placing counters, so distribution is chosen on resolution and copies or non-snow payments affect how many counters are placed.
