It grants the enchanted creature +2/+2 while that creature is a Human, and if it isn’t a Human it is prevented from attacking or blocking. The aura interacts with combat and creature-type changes, as noted by its ruling that removing Human status after declaration stops the buff but does not remove it from combat.
