It lets you look at the top X cards of your library, put one into your hand and the rest on the bottom in any order, and has Flashback for {1}{U} plus exiling X blue cards from your graveyard. The card functions as a card selection and refill tool in blue decks and can be cast again from the graveyard via its flashback ability.
