As it enters the battlefield you look at an opponent’s hand and name any card, and activated abilities of sources with that name can’t be activated except for mana abilities. It’s typically used as a soft-lock or targeted hate piece to shut down key activated abilities and disrupt opponent combos or planeswalker activations.
