Whenever a creature or land becomes tapped, put an hourglass counter on it. Each permanent with an hourglass counter on it doesn't untap during its controller's untap step. At the beginning of each player's upkeep, remove all hourglass counters from permanents that player controls.

Temporal Distortion (INV-79) is a blue rare enchantment from the Invasion set. Whenever a creature or land becomes tapped you put an hourglass counter on it and permanents with that counter don't untap during their controller's untap step. At the beginning of each player's upkeep that player removes all hourglass counters from permanents they control, creating a temporary lock that resets each turn.
