Prohibit (INV 67) is a blue instant from the Invasion expansion that has Kicker {2}. It counters a target spell with mana value 2 or less, or 4 or less if you paid the kicker. Its flexible cheap counterspell role makes it useful both early to stop low-cost threats and in the midgame when kicked to handle slightly larger spells.
