Disrupting Scepter (CEI-243) is an Artifact issued as part of a collector reprint run in a normal card layout. Its activated ability requires paying three mana and tapping to make a target player discard a card, and it can be activated only during your turn. As a repeatable, pay-to-activate discard effect, it serves as a slow, recurring hand-disruption tool for decks that can afford the cost.
