When you cast it you look at the top X cards of your library, where X equals the mana actually spent to cast it, put two of those cards into your hand and the rest on the bottom in a random order. It also has Flashback for {5}{U}{U}, letting you cast it again from your graveyard by paying that flashback cost and then exile it.
