Curse of Surveillance (PMID-46p prerelease stamp) is an Enchantment — Aura Curse from the Innistrad: Midnight Hunt Promos. It enchants a player and at the beginning of the enchanted player's upkeep lets the controller have any number of other target players each draw cards equal to the number of Curses attached to that player. Its controller chooses the targets for the triggered ability regardless of who is enchanted, enabling self-targeting even when it's attached to an opponent.
