Consuming Tide (VOW-53) is a rare blue sorcery from the Innistrad: Crimson Vow set. Each player picks a nonland permanent they control, then all other nonland permanents are returned to their owners' hands and you draw a card for each opponent with more cards than you. The effect can massively reset the board while providing card draw depending on opponents' hand sizes.
