Whenever a permanent becomes tapped, put a wind counter on it. If a permanent with a wind counter on it would untap during its controller's untap step, remove all wind counters from it instead.

Freyalise's Winds (ICE-241) is a Rare enchantment from the Ice Age expansion. It puts wind counters on permanents when they become tapped and, in those permanents' controllers' untap steps, removes all wind counters instead of allowing them to untap. That creates a recurring lock on tapped permanents that suits control or prison-style strategies.
