Solemnity (HOU-22) is a white enchantment from Hour of Devastation. Its static effect prevents players from getting counters and prevents counters from being put on artifacts, creatures, enchantments, or lands. This creates interactions that disable mechanics relying on counters (like +1/+1, -1/-1, age or poison counters) and can both shut down and enable unusual combos.
