Refuse // Cooperate (HOU-156) is a red/blue split instant from Hour of Devastation with the front half castable from hand and the back half castable from the graveyard due to aftermath. Refuse deals damage to the controller of a targeted spell equal to that spell’s mana value, while Cooperate copies a target instant or sorcery when cast from your graveyard and allows choosing new targets for the copy. The card is most useful as a reactive toolset: Refuse answers opponents’ spells by punishing their controllers and Cooperate provides value by duplicating a powerful spell already on the stack.
