Overwhelming Splendor (HOU 19, foil) is a white Enchantment — Aura Curse from the Hour of Devastation set that enchants a player. It strips all creatures the enchanted player controls of abilities and sets their base power and toughness to 1/1 while preventing that player from activating non-mana, non-loyalty activated abilities. The effect can overwrite other power/toughness-setting effects and has several interactions clarified by official rulings (for example, it doesn’t stop triggered abilities of noncreature permanents and created-or-granted abilities may behave differently).
