It has Flash and Flying and a Cycling ability that lets you pay {2}{U} to discard it and draw a card, and cycling triggers to counter an activated or triggered ability you don't control. As a low-cost evasive creature with a disruptive cycling trigger, it can either serve as an early blocker/air threat or be cycled for card advantage and to stop key opponent abilities.
