Countervailing Winds (HOU 32, foil) is a blue instant from Hour of Devastation. As it resolves, it forces the controller of a target spell to pay {1} for each card in your graveyard or have their spell countered, and it also has Cycling {2}. The card can function either as a conditional counterspell in tempo plays or be cycled for card draw when the graveyard count or board state makes the counter effect less valuable.
