Solemnity (PHOU-22s foil) is a white enchantment promo that prevents players from receiving counters and stops counters from being put on artifacts, creatures, enchantments, and lands. It does not remove counters already present and still allows counters to be placed on objects not on the battlefield, such as suspended cards. Released as a promo for Hour of Devastation in 2017.
