Syncopate (GK1-3) is an uncommon blue instant reprinted in the GRN Guild Kit that originated on Ravnica. It counters a target spell unless that spell's controller pays X, and if countered this way the spell is exiled instead of going to the graveyard. The variable X in its mana cost lets you scale the counter ability to match the converted mana cost of threats you need to stop.
