It makes a targeted opponent lose 3 life and has the Cipher ability, letting the spell be exiled encoded on a creature to create castable copies when that creature deals combat damage. Those recurring copies allow the card to function as a repeatable source of direct life loss for decks that can reliably connect with the encoded creature.
